Honchkrow is the evolved form of Murkrow. In the main-series games, Murkow needs a Dusk Stone to evolve into Honchkrow. It's unknown if Niantic will add this item into Pokémon GO or not.
PLACE IN THE META: Honchkrow is definitely an improvement over Murkrow. Its evolved stats will definetly make it a viable Dark-type and / or Flying-type attacker, assuming it gets the best-possible moves. Honchkrow is not forecasted to be the best possible attacker in either of those categories, but is certainly expected to be up there in the ranks.
Honchkrow is a Dark-type and a Flying-type. This means it is resistant to Grass-, Dark-, and Ghost-type attacks, and "immune" to Psychic-type and Ground-type attacks. Honchkrow is weak to Ice-, Electric-, Rock-, and Fairy-type attacks.
LIKELY MOVEPOOL: Out of the Fast Moves we currently have in Pokémon GO, the following are the ones that seem most likely to be given to Honchkrow:
