As we know, Legendaries have begun to be released in Pokémon GO. Lugia and Moltres are here, Articuno has come and gone, and Zapdos will arrive next week. But what about Mew, Mewtwo, Entei, Suicune, Raikou, Celebi, and Ho-Oh? This article will highlight PNN's best speculation on the release of the remaining Legendaries.
1. ho-oh
Out of all the Legendaries that made a relevant appearance in the Legendary trailer, Ho-Oh is the only one that has not had a release date given. Being Lugia's counterpart, it makes sense to suspect that Ho-Oh will be the next Legendary released sometime after Zapdos.
To tease the one-year-anniversary Pikachu, a Japanese trailer was released that showed the hat-wearing Pikachu, a PokéStop, and the silhouette of Ho-Oh. And with the upcoming Pokémon GO Stadium event in Japan, it makes sense that Ho-Oh could be released then. Furthermore, the Stadium event is on August 14 (the day Zapdos Raids end). It seems like it is all but confirmed that Ho-Oh will be released on August 14.
Could Ho-Oh replace Lugia? It seems rather likely, considering the Legendary Birds are rotating out. We'll have to see!

Looking at the Eeveeution-naming trick and the current Legendary environment, who both draw inspiration from the anime / movies, Niantic clearly makes references to other factions of the Pokémon franchise inside of Pokémon GO. It is likely that Celebi may appear around the time of Suicune as a flashback to that movie.

4. Mewtwo and mew
Mew and Mewtwo are definitely wildcards. Although they starred in the first-ever movie, Niantic went with Lugia and the Legendary Birds as the Legendary premier. With that said, Mewtwo will likely be released in the near future. It was featured in all Legendary trailers and is a very iconic face of the franchise. The best prediction of when these two will be released is whenever Niantic feels like it.
5. a quick note on celebi and mew
Mew and Celebi are not technically "Legendary Pokémon." They are technically distinguished as "Mythical Pokémon." Other Mythical Pokémon include Jirachi, Meloetta, Magearna, and Arceus. In the main-series games, Mythical Pokémon and Shiny Legendaries are given out through special event codes. This may explain why no Shiny birds or Lugia have been caught and why Mew and Celebi haven't yet appeared as Raid Bosses.
Of course, the promotional code reader will need to e enabled on iOS devices before such giveaways can happen. Hopefully, Niantic and Apple can strike a deal and allow this feature to be available for all Trainers.
