PLACE IN THE META: Like some other Pokémon we recently covered, Tornadus has a move problem. The best Flying-type moveset in GO is Wing Attack and Sky Attack, two moves that Tornadus is unable to learn. This means it'll likely get stuck with Hurricane, which is not a good move. Hopefully a new move like Fly or Sky Drop will be added, given to Tornadus, and be good so the one and only pure Flying-type Pokémon will be able to thrive.

PLACE IN THE META: Incarnate Tornadus and Therian Tornadus have the same movepool in the main-series, which likely means that both forms of Tornadus will likely have the same or similar moves (as we're making the assumption Niantic won't implement the Reveal Glass to change the Forces of Nature's forms and will handle them in the same way as they did with Giratina). Additionally, Tornadus has higher Attack in its Incarnate Forme, meaning the Therian Forme will likely go unused.
