Even with the recent rework to the system, EX Raids are still very unpopular. This is, most likely, do to the horrible first system leaving a long-lasting, negative impression. Our opinion of EX Raids is now positive, and we were actually hoping that Ho-Oh would be an EX Boss. Before you get angry, let us explain.
In every Generation of Pokémon (except for the first and second), there are a main trio of Legendaries. The first two always are the center of the story of the first set of main-series games. For example, Pokémon Ruby and Pokémon Sapphire featured Groudon and Kyogre. Their enchanted version, Pokémon Emerald, featured Rayquaza on its box art. These type of Pokémon (which also include Ho-Oh, Lugia, and Mewtwo) are designed to be completely overpowered and often banned in competitive play.
These are the type of Pokémon that we feel should be in EX Raids, as to avoid a game-breaker. Honestly, we think that Niantic wanted all Legendary Pokémon to be EX Bosses, but the delay of the EX Raid launch (due to spoofing prevention and the GO Fest fiasco) caused them to release some Legendaries in regular Raids. Now that they have played that card, players will never let them take it back. So which Legendaries (from all generations) should be EX Bosses? Here are are selections:
- GEN 1: Mewtwo
- GEN 2: Ho-Oh, Lugia
- GEN 3: Groudon, Kyogre, Rayquaza
- GEN 4: Dialga, Palkia, Giratina, Regigigas
- GEN 5: Reshiram, Zekrom, Kyurem, Landorus, Thundurus, Tornadus
- GEN 6: Xerneas, Yveltal, Zygarde
- GEN 7: Solgaleo, Lunala, Necrozma, Ultra Beasts, Silvally
